Cinnamon Heights Deed Restricted Townhome Developer

Request for Qualifications

The Town of Bayfield is requesting responses to their RFQ from experienced and financially capable townhome developers interested in partnering with the Town on a 30-unit deed-restricted housing project. The developer partner will be expected to handle all aspects of the development process including site work, installing infrastructure, financing and constructing and selling the townhome units. The Town partner will provide infrastructure support through grant funding, will assist with grant management and reporting, will waive building permit fees, and will provide assistance in identifying resources for the development of the project.  However, the Town will be reimbursed for the purchase of the property, and the timing of this will be coordinated with the developer.

The RFQ and any subsequent addenda will be posted to the Rocky Mountain E- Purchasing System website (www.bidnetdirect.com/colorado) then click on Vendor Login or Vendor Registration if you have not already registered. Developers are encouraged to register with RMEPS for all Town bid opportunities. Bidders wishing to participate should ensure they have all addenda prior to submission of proposals. Failure to acknowledge receipt of any addenda applicable to their project could result in the rejection of a bid.

It is the sole responsibility of the respondent to see that the proposal is received before the submission deadline. Late proposals will not be considered.

All proposals submitted shall be binding upon the respondent if accepted by the Town within sixty (60) calendar days of the submission date. Negligence upon the part of the respondent in preparing the proposal confers no right of withdrawal after the time fixed for the submission of proposal. This project is being bid in accordance with the Town of Bayfield Purchasing Policy.
